As a prospective Mansfield University student, you are eligible for the Act 101 Program if:
- You are a bona fide resident of the Commonwealth of Pennsylvania;
- Your resources for higher education, as derived from your adjusted family income, are within the qualifying range (Call our office for the exact amount: 570-662-4436);
- You wish to attend college and have the drive to succeed, but may not have SAT/ACT scores or high school grades that affect this.
- You have a high school diploma or a GED.
You MUST meet all FOUR of the criteria listed above to qualify for admission into the program.
DETERMINATION OF RESIDENCY
To be considered a resident of Pennsylvania, you must be a citizen of the United States; have indicated (by formal action) your intent to become a citizen; or have been admitted to the United States on an Immigrant visa. (A tourist or student visa is not proof of residency.)
Also, if you are receiving a scholarship or grant that is dependent upon residence in a state other than Pennsylvania, you cannot be considered a resident of Pennsylvania. However, other than these absolutes, the determination of whether or not an individual intends to reside indefinitely in Pennsylvania is necessarily subjective, documentary evidence (such as statements from disinterested persons) and the presumptions set forth below will be considered when making this determination.
- Continuous residence in Pennsylvania for a period of 12 months prior to registration at Mansfield University creates a presumption of residency. Although you are presumed not to be a resident if you have resided in this state for a shorter period of time before applying to the University, this presumption may be challenged if there is convincing evidence proving residency.
- If you are a minor, you are presumed to have the same residency status as your parents or guardians. The age of majority in Pennsylvania is 21. However, as a minor, you may prove emancipation and independent residency with convincing evidence.
- A United States government employee or a member of the armed forces who has resided in Pennsylvania immediately preceding entry into government service, and who has continuously maintained Pennsylvania as his/her legal residence, will be presumed to have Pennsylvania residency. Others in government service may, using convincing evidence, establish Pennsylvania as their residence.
Examples of factors which may provide convincing evidence include:
- Leasing or purchasing a permanent independent residence in PA
- Paying appropriate PA state and local taxes
- Transferring bank accounts, automobile or other registered property to PA
- Having a PA driver's license
- Agreeing to permanent, full-time employment in PA
- Having membership in PA social, civil, political, athletic or religious groups
- Registering to vote in PA
- Preparing a statement of intent to reside indefinitely in PA
