The object of this Panhellenic Council shall be to develop and maintain Sorority life and Inter-fraternity relations at a high level of accomplishment and in so doing to:
Section 1 - Consider the goals and ideals of each member group as continually applicable to campus and personal life.
Section 2 - Promote superior scholarship as basic to intellectual achievement.
Section 3 - Cooperate with member organizations and the university administration in concern for and maintenance of high social and moral standards.
Section 4 - Act in accordance with the NATIONAL PANHELLENIC CONFERENCE UNANIMOUS AGREEMENTS and POLICIES.
Section 5 - Act in accordance with such rules established by the Panhellenic Council as to not violate the sovereignty, rights and privileges of member organizations.
Section 6 - To promote the interests of all the sororities involved.
Section 7 - To discuss questions of mutual interest and to present to the sororities such recommendations as the council sees fit.
- The REGULAR membership of the Mansfield University Panhellenic Association shall be composed of all chapter members in good standing of National Panhellenic Conference fraternities at Mansfield University.
- The ASSOCIATE membership of the Mansfield University Panhellenic Association shall be composed of all members in good standing of National Panhellenic Conference colonies or pledged chapters.
- The officers of the Mansfield University Panhellenic Association shall be, (the Panhellenic Council):
President, Vice-President, Secretary, Treasurer, Recruitment Chair, Educator, Public Relations and Appointed Advisor(s). -
The officers shall be representatives from organizations holding regular membership in the Mansfield University Panhellenic Association.

The officers shall serve for a term of one year, the term of office to begin in January and end in December.

The duties of the Panhellenic officers are as follows:

The President shall:
-
Have overall responsibility for the operation of the Panhellenic Council.

Call and preside at all regular and special meetings of the Mansfield University Panhellenic Association
-
Preside at all regular meetings of the Panhellenic Council and call and preside at its special meetings.

Call and preside at all Panhellenic Council Executive Board meetings.
-
Serve as member ex-officio of all Panhellenic Council Committees.
-
Report as required to the NPC Area Advisor.

Maintain a complete and up-to-date President's file which will include a copy of the current Mansfield University Panhellenic Associate Constitution, Bylaws, and Standing Rules; the current Panhellenic Association budget; the current NPC Manual of Information and related materials, current correspondence and materials received from her NPC Area Advisor; copies of the College Panhellenic Reports to the Area Advisor and other pertinent materials.

Perform all other duties usually pertaining to this office, including attendance at Greek Council, All President Meetings, etc.

The Vice President shall:

Perform the duties of the President in her absence, inability to serve, or at her call.

Serve as Chairman of the Judiciary Committee.

Serve as Co-Chairman of the Greek Week Committee each spring.

Serve as Co-Chairman of the Greek Alumni Picnic when applicable.
-
Perform all other duties usually pertaining to this office.

- The Treasurer shall:
- Be responsible for the general supervision of the finances of the Mansfield University Panhellenic Association.
- Be responsible for the preparation of the annual budget and, following its approval by the Panhellenic Council, for providing a copy to each Mansfield University Panhellenic Association member fraternity.
- Receive all payments due to the Panhellenic Association, collect all dues, and give receipts if necessary.
- Be responsible for the prompt payment of all bills of the Mansfield University Panhellenic Association.
- Maintain up-to-date financial records, give a financial report at each regular meeting of the Panhellenic Council and an annual report at the close of her term of office.
- Sign Panhellenic Association contracts when authorized to do so.
- Perform all other duties usually pertaining to this office.
- The Recording Secretary shall:
- Keep an up-to-date roll of the members of Panhellenic Council and call it at all Council meetings.
- Keep current statistics concerning the number of initiated members and new members of each Panhellenic Association member fraternity.
- Keep full minutes of all meetings of the Mansfield University Panhellenic Association, and Panhellenic Council and a record of all action taken by the Executive Board.
- Maintain a complete and up-to-date file which will include the minutes of meetings of the Mansfield University Panhellenic Association and its Panhellenic Council from date of its organization; copies of all contracts made by the Panhellenic Council, current correspondence.
- Be responsible for the official correspondence of the Panhellenic Council unless provided for otherwise.
- Perform all other duties usually pertaining to this office.

The Recruitment Chair shall:

Be responsible for all Panhellenic Council matters related to membership recruitment.

Be responsible for reviewing and developing membership selection rules, submitting them for discussion and approval to the Panhellenic Council (before the end of the term preceding the formal membership recruitment), and distributing copies of them when approved.

Present a full report, including recommendations, to the Panhellenic Council following each membership recruitment period.

The Educator shall:
-
Be responsible for all matters pertaining to the promotion of superior scholarship as basic to intellectual achievement.

Be responsible for planning and supervising all social and educational activities of the Mansfield University Panhellenic Association.

Be responsible for keeping a current calendar of all social events of the Panhellenic Council member fraternities and of major Greek Affairs and campus events.

The Public Relations Chair shall:
-
Be responsible for all forms of publicity dealing with the Mansfield University Panhellenic Association.

Work closely with the Executive Board and all Committees to make certain that the news media is kept informed of favorable publicity about the Panhellenic Association and its member fraternities.

- REGULAR: The Mansfield University Panhellenic Association shall hold at least one meeting bi-weekly as specified by the Office of Greek Affairs Events Calendar.
- SPECIAL: A special meeting of the Mansfield University Panhellenic Association or Council may be called by the President or Greek Advisor when necessary, or upon written request by any regular or associated member organization at Mansfield University at least 24 hours prior to the meeting.
- The delegate of each Regular or Associate member organization shall be responsible for notifying her chapter members of all regular and special meetings of the Mansfield University Panhellenic Association.
It shall be the duty of the Panhellenic Council to administer all business related to the overall welfare of the Mansfield University Panhellenic Association, and to compile rules governing the Panhellenic Association. These shall include guidelines for membership recruitment and New Member association, which do not violate Mansfield University policy or the sovereignty, rights, and privileges of member organizations.
- MEMBERSHIP: The Mansfield University Panhellenic Council shall be composed of one delegate and one alternate delegate from each National Panhellenic Conference Chapter. It may also include one or more advisors that are approved by the University, and a delegate of a National Panhellenic Conference approved colony.
- SELECTION OF DELEGATES: Delegates shall be selected by their respective chapters to serve for a term of one year following elections. Whenever possible the alternate delegate of one year shall be the delegate for the succeeding year.
- DELEGATE VACANCIES: When a delegate vacancy occurs, it shall be the responsibility of the fraternity or sorority concerned to select a replacement within two weeks, and to notify the Panhellenic Council Recording Secretary of her name, address, and telephone number.
- QUORUM: Two-thirds of the member organizations shall constitute a quorum for the transaction of business.
- OFFICERS: The officers of the Mansfield University Panhellenic Association shall serve as the officers of its Panhellenic Council. These officers shall serve as the Executive Board of the Panhellenic Council and shall have such powers as are prescribed in the By-laws of the Mansfield University Panhellenic Association.
- VOTING:
- The voting body of the Mansfield University Panhellenic Association shall be its Panhellenic Delegates.
- The voting members shall be the delegates of each chapter holding Regular Membership. If a delegate is absent, her alternate delegate may cast the vote. If both are absent a member of the chapter may cast the vote, providing she is in good standing with her chapter and is well informed on the subject in question.
- Two-thirds of the voting members shall be required to carry all questions and/or concerns.
- VOICE:
- All those who are present at a meeting shall have a voice. Only the Panhellenic Council (delegates and officers) shall have a vote.
- The Panhellenic Advisor shall be chosen by:
- The Administration
or - The Panhellenic Council and Organization Advisors
- The Administration
- He/she shall serve in an advisory capacity to the Mansfield University Panhellenic Council.
Such Standing Committees and special officers, as may be necessary to carry out the work of the Mansfield University Panhellenic Council, shall be appointed by its Executive Board to serve during the tenure in office of the Board that appoints them.
- All members of the Mansfield University Panhellenic Association shall act in accordance with fundamental Panhellenic rules and policies established by National Panhellenic Conference in the UNANIMOUS AGREEMENTS.
- All Mansfield University Panhellenic Association rules and policies shall be in harmony with those currently established by National Panhellenic Conference.
- Violation of any regulations of the Constitutions or its related Bylaws, Recruitment rules, rules concerning matters other than Recruitment, or the National Panhellenic Conference UNANIMOUS AGREEMENTS, shall be the occasion for penalties established by the Mansfield University Panhellenic Council in conformity with those recommended by the National Panhellenic Conference.
- Any dispute growing out of the violation of Panhellenic Association rules and regulations shall be adjusted through arbitration principles of the National Panhellenic Conference.
This Constitution may be amended by two-thirds vote of the voting members of the Mansfield University Panhellenic Council, provided notice of the proposed amendment has been given in writing prior to the vote.
